When, to the surprise of nearly everyone, superheroes and super-villains started popping up in Delaware of all places, the state Assembly passed a near-unanimous bill to create a Superhero Liaison position to specialize in police-supers relations.
Starks was the obvious choice: besides being a decorated veteran officer, he’d once been a superhero himself, until he took an arrow to the knee. He still retaind the technological source of his powers, an alien bracer-type device attached to his right wrist.
